Vacancy: Application for the selection of candidates for the vacant position

 

The main functional responsibilities of the structural unit: on the basis of the budget and the information provided by the structural units of the Company, it develops an Annual plan for public procurement of goods, works, services, makes changes and additions to it, places it on the web portal of public procurement;


prepares and coordinates draft orders, protocols, contracts and other documents for the procurement of goods, works and services;


carries out legal expertise of documents related to the organization of purchases;


within the time limits established by the legislation of the Republic of Kazakhstan, prepares draft responses to requests from potential suppliers for clarification of the provisions of the tender documentation (except for technical specifications) in the implementation of public procurement of goods, works and services within the competence of the Department;


prepares announcements, clarifications on the tender documentation (except for technical specifications) and other information necessary for posting on the public procurement web portal, as well as on the Company`s Internet resource;


sends information to the authorized body for the inclusion of suppliers recognized as unscrupulous participants in public procurement in the register of unscrupulous participants in public procurement in accordance with the procedure established by law;


publishes announcements, protocols, reports, and other information on ongoing public procurement provided for by law on the web portal of public procurement;


monitors the submission and return of collateral for tenders and the execution of public procurement contracts;


provides advisory assistance to the structural divisions of the Company on public procurement issues;


participates in commissions on public procurement of goods, works and services.


Main job responsibilities: to perform the duties assigned by the employment contract, internal acts of the Company and this job description in a high-quality and timely manner;


timely and conscientiously execute the instructions (received tasks) of the head of the Department within the competence of the position;


to take part in court proceedings on the recognition of suppliers as unscrupulous participants in public procurement;


to increase labor productivity, their professional level and qualifications for the effective performance of duties;


on the basis of the budget and information provided by the structural divisions of the Company, take a direct part in the development of the Annual Plan for Public Procurement of Goods, works, services, make changes and additions to it, post it on the web portal of public procurement;


prepare and coordinate draft orders, protocols, contracts and other documents on public procurement of goods, works and services;


to post on the web portal of public procurement, announcements, protocols, reports, and other information on ongoing public procurement provided for by law;


organize work on the development and preparation of electronic tender documentation, protocols, decisions, as well as coordinate with the Company`s specialists technical specifications and characteristics of purchased goods (works, services) for the development of electronic tender documentation and summarizing public procurement;


maintains documentation and document management for the Management and implementation of public procurement procedures;


within the competence to advise the Company`s employees;


Take on anti-corruption restrictions;


take care of the property of the employer and employees;


inform the employer about the situation that has arisen that poses a threat to human life and health, the safety of the employer`s and employees` property, as well as the occurrence of downtime;


strictly apply and use for their intended purpose the means of individual and collective protection provided by the employer;


not to disclose information constituting an official, commercial or other legally protected secret that has become known to him in connection with the performance of work duties;


observe labor discipline, as well as the requirements of norms, rules and instructions on occupational safety and health, fire safety and industrial sanitation in the workplace;


perform other duties within the scope of the powers and competencies of the position, as well as those provided for by the labor legislation of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan.

Education: Higher education in economics or law


Required professional experience (duration, scope, other) work experience in the specialty for at least 3 years


Professional competencies: Knowledge of legislation in the field of public procurement, the ability to work in the web portal of public procurement.


Personal competencies and qualities: Sociability, responsibility, accuracy, diligence, diligence, ability to work in a team and independently.


Knowledge of languages, including the state language (list of languages that the candidate must speak) Kazakh, Russian
Computer skills: MS Windows, MS Office/XP 2000, 2003,2007/ (MS Word, MS Excel, MS Outlook), Internet, Page Maker,
office equipment skills, ability to master specific programs of the public procurement web portal
