Rules for the Assignment, Payment, and Amounts of State Scholarships


1. State scholarships are assigned and paid to students, undergraduates, doctoral students, and preparatory department attendees of higher and/or postgraduate education institutions, studying full-time under the state educational order.
2. A state scholarship is assigned to students and undergraduates studying under the state educational order, as well as to those transferred to state-funded studies, who have achieved grades equivalent to "excellent" or "good" in their interim certification (exam session).
3. Doctoral students and preparatory department attendees receive state scholarships for the entire duration of their studies, regardless of their interim certification results (exam session).
4. For the first academic period, state scholarships are assigned to all first-year students and undergraduates enrolled under the state educational order, from September 1 or January 1 until the end of the first academic period and holidays, inclusive of the month in which the academic period and holidays end. In subsequent academic periods, state scholarships are assigned based on the results of the interim certification (exam session) of the preceding academic period.
5. Students and undergraduates who fail to pass the interim certification (exam session) within the deadlines set by the academic calendar for valid reasons (illness, family circumstances, natural disasters, academic or credit mobility) are granted individual deadlines for the interim certification (exam session) upon presentation of supporting documents. Based on the results of this certification, they receive a state scholarship.
6. Students, interns, and undergraduates transferred from one educational institution to another are assigned state scholarships based on the results of the previous semester.
7. Students and undergraduates returning from academic leave are assigned state scholarships after eliminating academic differences in the curricula. Students and undergraduates repeating a year due to illness receive state scholarships based on the results of the last semester where they met the academic requirements. Students, undergraduates, and doctoral students with tuberculosis are assigned state scholarships for the duration of their incapacity, up to ten months from the onset of the incapacity, regardless of the previous semester`s results, provided there is a corresponding medical certificate.
8. During maternity leave until the child reaches three years of age, students, undergraduates, and doctoral students do not receive state scholarships.
9. The assignment of state scholarships is carried out by order of the Chairman of the Board-Rector based on the recommendation of the dean of the faculty/institute director.
10. The assignment of state scholarships is terminated:
1. if the student is expelled from the educational institution, regardless of the reason;
2. in the event of the student`s death;
3. upon graduation, from the date of the issuance of the graduation order.
11. Students with visual and hearing disabilities, orphans, and children without parental care under guardianship, studying under the state educational order, are granted increased state scholarships from the date of presentation of supporting documents, provided there is no academic debt from the exam session results.
12. State scholarships are paid by crediting the amounts to the recipient`s bank account at a second-tier bank or the National Postal Operator, according to the recipient`s choice.
13. State scholarships are paid monthly from the first day of the month following the interim certification (exam session) and holidays, up to the end of the month in which the academic period, interim certification, and holidays end. Graduating students receive state scholarships until the date of their expulsion due to graduation.
14. Students with visual and hearing disabilities, orphans, and children without parental care under guardianship, as well as students and undergraduates with only "excellent" grades in the interim certification (exam session), are eligible for increased state scholarships during their studies.
15. Students, interns, and undergraduates awarded state scholarships receive cumulative payments for the summer holidays (July, August).
16. During academic leave, state scholarships are not paid, except for academic leaves granted on medical grounds (medical consultation commission conclusion).
17. Students, undergraduates, and doctoral students on maternity leave receive state scholarships at the rates established before taking leave, for the entire duration stipulated by Kazakhstan`s legislation. If a temporary disability certificate for pregnancy and childbirth is presented during academic leave, the academic leave is interrupted, and maternity leave is granted.
18. Students with visual and hearing disabilities, orphans, and children without parental care under guardianship, as well as students and undergraduates with only "excellent" grades in the interim certification (exam session), have the right to receive increased state scholarships during their studies.
19. Students living in environmentally disadvantaged areas receive scholarships with an environmental hardship coefficient, according to the Kazakhstan Law "On Social Protection of Citizens Affected by the Ecological Disaster in the Aral Sea Area."
20. Students and undergraduates fully supported by the state receive state scholarships at 50% of the standard rate for students and undergraduates.
21. Students, undergraduates, and doctoral students on academic leave due to medical reasons receive state scholarships at 50% (75% for those with disabilities) of the standard rate for doctoral students, students, and undergraduates during their academic leave.
